High-end platforms such as X299, but certainly AMDs Ryzen and Threadripper as wel, often take longer to boot. It is not exceptional that it takes several seconds before the BIOS is through the POST-phase. This is why we measure the boot time of the system.  

The Apex has a relatively short boot time, while the MSI has a relatively long boot time.
